1. What is Critical Access Recruitment Services, (CARS)?
The Critical Access Recruitment Services (CARS) is a Limited Liability Company (LLC) of the not for profit Illinois Critical Access Hospital
Network (ICAHN). The Company is organized for the purpose of providing dedicated medical provider recruitment services to the 50
ICAHN member hospitals. A full-time staff recruiter provides recruitment services solely to the ICAHN/CARS members. In addition,
ICAHN and CARS offers on-going educational programming to assist participating network member hospitals in designing individual
marketing programs, enhance recruitment techniques, and evaluate medical staff recruitment and development plans.
CARS is directed by an advisory board comprised of participating ICAHN hospital CEO’s and advisors from the SIU School of Medicine,
Rural Medical Education Development program (RMED), the Illinois Department of Public Health, Center for Rural Health, and the Farm
Bureau (RIMSAP). The CARS program allows member hospitals to work together and combine resources in order to become more
competitive in the Illinois health care recruitment marketplace.
2. What is a Critical Access Hospital?
A Critical Access Hospital is a rural acute care hospital that is paid by Medicare in a way that helps ensure its financial stability. A Critical
Access Hospital (CAH) is certified to receive cost-based reimbursement from Medicare. The reimbursement that CAHs receive is intended
to improve their financial performance and thereby reduce hospital closures. Each hospital must review its own situation to determine if
CAH status would be advantageous. CAHs are certified under a different set of Medicare Conditions of Participation (CoP) that are more
flexible than the acute care hospital CoPs.
3. How many CAHs are there and where are they located?
As of August 2007, there are 1,283 certified Critical Access Hospitals located throughout the United States. Illinois has 51 Critical Access
Hospital’s throughout the state.
4. What types of facilities are eligible for CAH status?
Facilities applying to become Critical Access Hospitals must have a current status as a licensed acute care hospital.
5. What are the location requirements for CAH status?
Answer: CAHs must be located in a rural area and meet one of the following criteria:
Over 35 mile distance from another hospital, or 15 miles from another hospital in mountainous terrain or areas with only secondary roads
or State-certified as a necessary provider of health care services to residents in the area. As of January 1, 2006, states will no longer have
authority to waive the 35 mile rule, due to a provision of the Medicare Prescription Drug Improvement and Modernization Act (MMA).
